Is it a regular irregularity?

Agony of Candidates appeared for Meghalaya Civil Service, Junior Grade examinations due to blatant manipulation.

The Meghalaya Public Service Commission issued advertisement on 24/07/2017 for the preliminary examination (first phase) for the recruitment to the Meghalaya Civil Service, Junior Grade. The syllabus clearly mentioned the criteria which was to be adopted for the examination process.

Candidates being eligible applied for the examination which was subsequently held on 04/08/2018. The result of preliminary exam was declared on 05/10/2018. Feeling aggrieved by the results some candidates wish to know the criteria adopted for marking and selection for the Main Examination.

Later, on 22/10/2018, after the publication of preliminary examination results, the MPSC, issued a notice stating that in a meeting which was held on 25/06/2018, the committee has adopted criteria for computing the aggregate marks in Paper 1 & Paper 2, beside securing the qualifying marks of 35%, which was never notified anywhere and not even informed to the candidates.

Candidates shocked to know that the criteria which was adopted by the MPSC was entirely different from the syllabus given on the MPSC website. They filed RTI to know the marks obtained by them and other candidates. It has further come to their knowledge that they have secured more marks than the selected candidates as per syllabus.

Being aggrieved, by the aforesaid change of scheme for examination, candidates filed a writ petition before the Meghalaya High Court to declare the entire process as violative of fundamental right and to stay the notification for the main examination. The single judge pleased to stay the notification of the main examination. Thereafter, MPSC approached the division bench and got the stay vacated.

The Candidates approached the Hon’ble Supreme Court by way of SLP which was dismissed with the direction to the High Court to expeditiously hear the matter.

Now, the matter is sub-judice before the Meghalaya High Court.

While speaking to India Legal on the condition of anonymity, Senior officer working with MPSC discloses that this kind of tactics is a part of routine practice in the MPSC.
